Monitoring and Evaluation windpark Egmond aan Zee

The Dutch monitoring activities focus on the relation and requirements between sustainable nature conservation, shipping and power production. Subjects of survey are bird, fish and marine mammals, benthic fauna, underwater noise, tidal and meteorological effects, et cetera. These survey items should provide data and insights for governmental and political policy developments as well as for market party developments. The monitoring and evaluation activities are subscribed in licenses.

OWEZ Wind Farm Monitoring
In 2001 the Dutch government decided to support an offshore wind energy farm demonstration project. One of the goals of this demonstration project is to collect experience and data, both in the field of preparation and realisation of construction as well as in the field of operation, inland grid connection and maintenance.

Construction and exploitation: NoordzeeWind
At the end of 2001 the Ministry of Economic Affairs issued a tender to select a consortium that would be eligible to apply for the required building and environmental permits. It also announced an investment subsidy and production support for a wind farm at the selected location. The consortium NoordzeeWind won the tender for constructing and exploit the demonstration wind farm. A wide variety of monitoring aspects dominate this demonstration project. Part of winning the tender is that NoordzeeWind is responsible for executing the monitoring projects. The data collected will be made available to all public and private parties active in the field of future offshore wind farm projects.

Agentschap NL oversees monitoring programme
The government designated NL Agency, Energy and Climate Change as the organisation responsible for overseeing the programme on behalf of the Dutch Ministry of Economic Affairs. Nl Agency will collaborate with the Waterdienst in overseeing the ecological aspects of the programme. NL Agency will receive the data and carry out checks concerning the consistency, integrity, validity and plausibility of the data. Furthermore, it will store and distribute the data to third parties that may make use of the information in future developments.

Learning objectives
The main goal of the Monitoring and Evaluation Programme is to support the development of offshore wind energy in the Netherlands. The Dutch government's goal is to gain experience and stimulate exchange of knowledge on the impact of a large offshore wind farm, such as the OWEZ project. To this end, the government has formulated certain learning objectives. The offshore wind farm demonstration project will provide know-how and experience in order to contribute to these learning objectives. The learning objectives have been divided into two groups: Technology & Economy and Ecology & Environment.
