International shipment of waste

Companies that import or export waste to, from or through the Netherlands can turn to NL Agency, EVOA Waste Management Department.

The Waste Management Department implements EEC Regulation 1013/2006 on shipments of waste within, into and out of the European Union. You must comply with the Waste Shipments Regulation if you wish to import waste from, export waste to or transport waste through a European Union member state. The Regulation sets out the procedures for cross-border shipments of waste. One of the possible procedures is that a permit is required. The type of permit depends on the nature of the waste that you wish to transport across the border, the method of waste processing and the country of destination. To acquire this permit you can send a notification of the proposed waste shipments to the Waste Management Department.

To submit a notification for export of waste from the Netherlands, you need official documents (a notification document and a movement document). It is not allowed to use copies. The NL-documents are available in Dutch, German and English language. You can order them by fax at:

Movement documents

All movement documents, i.e. shipment announcements, confirmations of receipt end treatment, and cancellations have to be faxed to fax number +31 (0)88 602 9051. For Dutch notifiers it is possible to use a webbased electronic device, for which a personal login and password are required. Non-Dutch notifiers cannot use this device yet.
