Turkey’s commercial environment has improved considerably in recent years, as the government has implemented a comprehensive programme of reforms to reduce the regulatory burden on companies, such as simplifying company establishment procedures; most recently (in early 2011), it adopted a new Commercial Code that is expected to modernise the country’s commercial environment. However, complicated tax regulations, excessive bureaucracy, a slow and weak judicial system, pervasive corruption, a burdensome and unpredictable legal and regulatory environment, along with selective implementation of laws, all continue to mar the operating environment for businesses. Positively, Turkey benefits from a reasonably developed infrastructure by emerging market standards (particularly roads and air transport), a large market and fairly sophisticated business practices. As a result, according to the World Economic Forum’s latest Global Competitiveness Index, with a score of 4.28, Turkey was ranked 59 out of 142 countries (an improvement of two places from 2010/11). In order to improve its competitiveness the country must focus on a number of issues, such as improving its human resource base, addressing the inefficiencies in the labour market and reinforcing the efficiency and transparency of public institutions.
