Electronic commerce is growing rapidly among French consumers, though businesses have been slower to adopt online sales. According to a report by PricewaterhouseCoopers published in February 2011 by Acsel, the French Association for Online Commerce and Services (Association pour le commerce et les services en ligne), French e-commerce sites realised sales of €8.27bn in the fourth quarter of 2010, up by 25% from the year-earlier period. The study, based on data from online payment-services providers, showed total sales for 2010 at €28.80bn, an increase of 27%. A January 2011 report from the E-commerce and Distance Sales Federation (Fédération e-commerce et vente à distance—FEVAD) and the Ministry of Economy, Finance and Industry (Ministère de l’économie, des finances et de l’industrie) showed similar growth rates, with e-commerce sales up by 24% in 2010, to €31bn. The report also identified 81,900 businesses operating e-commerce sites, up by 28% from 2009.
There are few recent figures on business-to-business e-commerce in France. The latest report from the government, published in November 2010 and based on a survey in 2008, shows French businesses lagging behind their European rivals. Only 26% of French businesses purchased online or over electronic data exchanges, compared with an average of 37% across the EU15 countries of Western Europe and more than 60% in Germany. The number of French businesses selling online or via EDI was in line with the EU average, at 13%.
