Volgens de 'Transport Strategy of Kazakhstan' is in de periode 2006-2015 naar schatting 19 miljard euro aan investeringen nodig voor de ontwikkeling van transport en infrastructuur. Hiervan komt 30 procent voor rekening van de overheid en de overige 70 procent moet komen van private investeerders en ontwikkelingsbanken. In dit project zal Rijkswaterstaat advies geven over de verdere ontwikkeling van Publiek-Private Samenwerking (PPS) in Kazachstan. Kennis van overheidsfinanciën en PPS is een essentiële voorwaarde voor 'Good Governance' en draagt bij tot transparante en heldere aanbestedingsprocedures.

Problem analysis

In February 2008, the Kazakh government launched the State Programme 'Path to Europe 2009-2011'. The programme aims at solving issues of internal development, strengthening historically-formed relations, joining the European integration experience (and embracing its institutional/legal reforms), as well as intensifying technological, energy, transport, trade, humanitarian and investment cooperation between Kazakhstan and Europe.
Public Private Partnership (PPP) is an important part in achieving the above mentioned goals. The PPP Centre of Kazakhstan has asked the PPP Unit of the Directorate-General for Public Works and Water Management (Rijkswaterstaat) to provide assistance (training/advice) on the legal and financial aspects of Public Private Partnership and to share its practical experience with PPP projects.
Exchange of knowledge and experience is requested in the following fields:
- Legislation: knowledge on the European PPP laws
  (concessions, PFI, DBFM(O) and other PPP principles;
- Finance: knowledge on project finance from a government view
- Practical issues: project appraisal and instruments for decisions on
  budget planning and PPP choices, monotoring plan and system;
- Private involvement: sound tender procedures and raise business
  interest in PPP projects.








Project results

- Improved law on PPP, by making use of knowledge on European laws on
  PPP (concessions, PFI, DBFM(O) and other PPP principles);
- A concept DBFM contract developed;
- Project appraisal tools and instruments developed for:
a) decision making on budget planning and PPP constructions (PPC
    principles and process);
b) training of new employees and stakeholders (DBFM simulation game);
- Monitoring plan and system developed for PPP projects;
- The beneficiaries are trained to use/apply the above mentioned tools and instruments in their daily practice;
- Private involvement established and networking opportunities created by
  sharing the practical experience with PPP projects in the Netherlands.









Project activities

1. Inception phase

The inception mission took place in April 2010. The goals of the mission were to:
- analyse the currentstate of affairs at the KZ PPP Centre with regard to
  the proposed activities;
- establish a cooperation agreement with the EU Delegation in
  Kazakhstan;
- determine and agree upon the objectives, timetable and programme for
  the subsequent project activities, together with the project beneficiary and
  the EU Delegation. 

2. Implementation phase

In close consultation with the project beneficiary and the EU Delegation in Astana, the project team will write a working programme for the implementation phase. It is foreseen that the project will include the following activities:
- Analyses and advice;
- Multilateral working group meetings;
- Workshops and training;
- Study visit to the Netherlands;
- Seminar/conference
