Can I apply for PSI?

PSI: Minimum PSI Criteria

  • You are a Dutch or foreign company* which aims to set up an innovative commercial activity in a PSI country in partnership with a local company from the country where the project will be located;
  • You and your local partner have relevant expertise and experience in the market and enter into a long term collaboration;
  • The applicant has been established for at least two years and is registered at the Chamber of Commerce or an equivalent entity. The local partner is a private company that is officially registered in the country where the project will be located;
  • You do not have the financial means to implement your plans, nor you can obtain funds from a bank to finance your business plan;
  • Your proposal is commercially feasible and has a positive effect on the local economy of the PSI country in terms of creating employment, introducing new knowledge and technology, improving livelihoods, strengthening small and medium sized businesses and/or resulting in improved environmental conditions, et cetera;
  • Together you are capable to finance your own contribution of 50 percent of the project budget;
  • Your project budget does not exceed 1.5 million euro. Working capital cannot be included;
  • Your project leads to additional investments and increased turnover after finalisation of the PSI phase.

* For untied PSI countries any company from outside the country where the project will be located, can apply, while for tied PSI countries only Dutch companies can apply.
 

PSI: Procedure

PSI is a tender programme. Companies are invited to submit applications twice a year. Evaluation
After closure of the tender period, NL EVD International will start evaluating the applications on the basis of the different criteria mentioned in the PSI Guidelines. The evaluation process will take approximately four months.

Administrative decision
If your application is selected, NL EVD International will present you an administrative decision ('beschikking') that sets out the results you need to achieve within the project period. The PSI grant is paid on the basis of the realisation of these results.
